Install the Support Tools for Windows 2K. You will use the Dnscmd and in the Inetpub\adminscripts the mkw3site you can execute them both from a command line so just create a cmd file on the server and rewrite it with cold fusion for each site and execute it with cfexecute.
You do the same for creating sub domains. Also backup the CMD files for disaster recovery.
