Wrapping is a necessity if you get over the 998 characters per line, and 
is recommende if you go over 78 characters per line, unless you have a 
good reason not to wrap (like not breaking URL's).

I can't imagine a doctype would hurt, especially on email clients that 
use a browser to display messages. But your guide is RFC 2557.
