I've used soEditor before (EZ-Edit I believe it used to be?) - and that's what I still use actually. I know there's a new version, I'm going to weigh it in as well. I've always been happy with it - but I'm building a large-scale application that's going to support many thousand users and before I go jump into anything I want to evaluate a few of them.

You can limit users to only edit pages, create pages based on templates, , create pages by copying any existing page, or make anything from scratch. And you can define a file size limit to how large of a graphic can be used on a page (in KB, not dimensions.) That's pretty much what you can control. You can create groups of users with different permissions.
