The certification, in either case, doesn't warrant that the certified person
won't run over someone or shoot someone. I'd guess that most fatal auto
accidents involve licensed drivers. My point was simply that, in order to
participate in certain systems, you often have to abide by arbitrary rules
that don't really take into account the specifics of your own situation.
