I assume you have the full version of Acrobat on your machine, right?  Merged PDFs 
like that can not be saved on machines that only have Acrobat Reader, but can be on 
machines that have non-free versions of Acroabt (such as the full version and probably 
some of the cheaper "lite" versions).

The only way around this (short of buying Acrobat for all your users) is to actually 
create PDFs with the info filled in (not via the FDF method).  
http://www.activepdf.com/ is one way, but it's pricey. I believe there are cheaper 
ways to do it, which I'm sure someone else will recommend.
