Yes, you might want to consider if you want to allow unencrypted Windows
logins across the network, since telnet is unencrypted. I think that the MS
telnet server supports NTLM authentication, but that only works with MS
telnet clients, I suppose. 

If you really need telnet-like functionality, but don't want the security
issues of telnet, you might consider getting an ssh server. VanDyke Software
has a very nice one called VShell, and I think you can use OpenSSH on
Windows also. If it has to be telnet, you might look at using something that
doesn't integrate with Windows logins, but has its own logins instead. I've
never deployed a telnet server on Windows, though, so there may be other
considerations as well.
