It is orifinally exactly that, a request for comment, about technical and organizational issues regarding the original ARPANET. Over time, they grew out to be a means of standardization over the internet. The formal definition of many of the important building blocks for the current internet is described in RFCs. IP, NNTP, FTP, SMTP, HTTP just to mention a few.
