I'll bet you have multiple copies of the custom tag - CFMX let's you have multiple custom tag paths and will also search the 'current' directory. You are trying to change a version that CFMX has never looked at, ever. Do a "find" for that filename - you will find more than one copy that CFMX is seeing...
