ok, problem is resolved. Damn "everyone" user had a DENY for write in deny
list. So, for people having the same problem:

1) make sure your c:\inetpub\wwwroot is configured properly.
2) make really sure you also check C:\CFUSIONMX\WWWROOT as coldfusion
compiles the files in this directory. As far as it looks like this was the
problem.
