Umm, only if you configure it that way. :) If each FTP site has it's own IP address there is no reason that they can't all use the same port. Even if you run all your FTP sites on the same IP address, all you have to do is create virtual directories with the same name as the user name and IIS will automatically throw the user into the appropriate directory.
