The MOD operator will give you the remainder after division (for example
"10 MOD 3 = 1").  The Int() function will return a number with no
fraction.  So in your case you could use 

x = YourEquation

Pounds = Int(x)

Ounces = (x MOD 1)/16

You could probably do all of that in one line, but it would be messy -
multiple lines of smaller chunks will make it easier to read.
