More specifically, look at solutions utilizing FDF files and not needing COM. These FDFs can be generated server-side allowing you to pre-populate some of the form information from a database etc. before sending to the user who can then fill in the rest online. Have a look at the Adobe website for their form toolkit API. Depending on your exact requirements it might be easier than you think and won't require a third-party product like Active PDF.
