if you want RDS to work, you have to rename 'rds.war' to 'CFIDE.war', deploy
the app, set 'cross context' to true using the tomcat admin pages, restart,
and then you can make the first connection to the cfadministrator.  If you
don't do all that you won't have RDS support.
