This is something M$ *might* to want to jump on ;-)
The question is: Would they publish the results?

Does anyone have a lab that could test such issues?
Or is reliability past 3 9's not something most
vendors want to discuss.  (In my past structural
engineering work, in some areas I found a design
goal to be specified in terms of reliability.
For example, I've been told aircraft landing
gear are designed to fail not more than once in
10 to the 9th landings or 0.999999999 reliable per
landing/threat (This is 9 9's !!!)

Does anyone keep reliable statistics on *system*
failure rates in this business?  Or is it still in
the dark ages?  (I realize *system* means MANY
different configurations.)
