textarea problem

IS there some secret to displaying a form variable in a HTML form -
textarea box:

I don't get any errors, but nothing shows when I pass the description
variable to this text area:

<TEXTAREA NAME="description" ROWS=5 COLS=59  VALUE="#description#"
scroll="yes"></textarea>
