I think a point we're probably all forgetting is the clients....

If the client is a big company that requires a database that is capable of
handling requests for a site with in excess of 1 million page impressions,
then they can probably afford to pay the full price for internet connector
licence.

If you're building smaller sites for smaller clients then they can probably
be handled using an Access97 or 2000 datasource. If you're hosting a number
of these smaller sites on one or more box then it may be worth shelling out
the cost yourself, but getting it back in the hosting/development cost of
the multiple sites.
