You have to include CTL+3 (not the one in the numeric keypad) as the
keyboard shortcut to enclose the highlighted text in pound signs. Also, if
you right click on the toolbar and select 'Customize' you can assign
keyboard shortcuts to snippets as well as custom shortcuts (I created one to
display cfoutput tags around selected text).
