Yep, the code template shortcuts are great.
Try this one:
In Studio Settings (F8) select Code Templates. Click on Add:
Keyword: wml
Description: WML 1.1 DOCTYPE (with CFCONTENT)
Value:
<cfcontent type="text/vnd.wap.wml">
<?xml version="1.0"?>
<!DOCTYPE wml PUBLIC "-//WAPFORUM/DTD WML 1.1//EN"
"http://www.wapforum.org/DTD/wml_1.1.xml>
Now in your template type "wml" and press CTRL+J and voila! :)
