Probably the slow response is due to server load, and cramming so much on a
single server in order to provide cheap hosting pricing.

Not every provider loads up servers that heavy.

  Turns out that if you apply the SQL Server 2000 Service Packs (even on a
  machine with only the client tools installed) Enterprise Manager gets a
  lot more stable and that "timing out while loading databases" bug goes
  away. I didn't believe the tech who told me that, but it worked.
