Yes, you can do this through Windows Script Host. By default, when you
install IIS, you get a bunch of WSH files for managing IIS in your
Inetpub\Adminscripts directory. Of course, it goes without saying that you
should've deleted these from your production server if you don't use them,
but the one you'll be interested in is called mkwebdir.vbs.
If you're handy with WSH, you can easily write your own scripts, or extend
these scripts. For example, let's say you wanted to add a virtual directory
to all existing virtual servers - you could cobble something together in no
time at all.
