I've run into the same problem.  Verity will index a .PDF, and it will not show a summary, nor return it in a search unless a blank strin is passed to the search.  Usually the culprit is a .PDF which was created out of an image (and does not contain any actual text).  Though, you say you can open up and select the text in Acrobat, so that's obviously not the case.  
I've noticed in some instances (though not all) that if I were to try to copy and paste selected text from one of these .PDFs into another document, that the result is gobbldy-gook, and not the text I originally selected.  I'm not entirely sure if this is related, but I was able to copy and paste just fine from the other "correctly indexed" .PDFs.  I'm not sure if this is a problem with the way Verity indexes .PDFs, or if it's an issue with the way the .PDF was originally created.  Sorry I can't be of more help.  Does anyone out there know any more about how Verity indexes .PDFs?
