Are you using Access97?
If so, it implements a non-standard "Distinct"
It finds a distinct ROW when you specify more
than one column.
So to get distinct CITIES you need to filter your query,
or select City ONLY to populate your drop-down a la:
SELECT Distinct City

(If I remember a right from when I went 'round & 'round
with Access a while ago)
