I know it's possible, though not how to do it.  I use a program called IE
Cookie Viewer (http://nirsoft.cjb.net/) which lets you manage IE's cookies.
It's getting the data somehow.

Pertaning to your footer notice, how are you supposed to notify the sender
after you destroy them?
