Oops.  I thought you were asking about the CF_BofAInProcess tag I wrote to interface with BofA E-Stores.  Looks like the thread you re-opened predated that.  Geez its old.

You can just use that tag, which is little more than a known working cfhttp call to their gateway, to see how to hook up to them.  Anything you glean out of it shouldn't be construed to apply to the web in general.  I haven't ever had any problems with secure cfhttp connections, personally.
