I guess you could call this change management software that handles version
control, implementation to production and audit trail/reporting
capabilities. It would need to keep track of users/versions, like
SourceSafe, but also keep track of what has been implemented into production
from development. Implementation is key to production is important to me and
should happen within the control software, that way it can keep track of
everything that gets changes in development to what is moved into
production. It also needs to allow the reporting of file differences and why
they were changed for audit purposes.
So far my my searches on Google have come up short. It seems that for web
application development, there aren't very many products that handle version
control, let alone the other things I am asking this type of software to
do...

Perforce (http://www.perforce.com/) is pretty easy to use and includes
a reporting tool. There's also an API you can use to access the
repositories ("depots" in Perforce land) directly from e.g. Python. I
gave up on CVS when I realized I _really_ needed metadata versioning,
and Subversion wasn't mature enough for me (especially the Mac tools).
