According to Microsoft it is intended to help people port
applications to Windows. That by itself works very nicely (for
instance a PostgreSQL port to Windows was done in a few days).
But since you can't package the result in a single installer and
redistribute it, there is little point in doing that. Why create
something you can't sell?
Similarly, a university wanted to offer NFS-based homedirs to
students. But they weren't allowed to redistribute SFU to their
students.
