client of mine (who was cool enough to let me use it for whatever I
wanted) - Its a framework that allows you to make plug-ins - kind of
like eclipse for web apps (though not as grand mind you). The plug-ins
are written in a fusebox3 like style

It's quite a bit more then what you asked, but it is a multiple user
application with blogging.
