It sounds like your boss has a bit of cognitive dissonance - he wants to be
able to edit files remotely, but doesn't want to loosen security enough to
edit files remotely?

WebDAV can be secured through traditional web server security mechanisms,
such as SSL, Basic Authentication and client certificates. I don't know how
well Office editing through WebDAV works with that stuff, but I would be
surprised if it didn't work.
