I might also recommend making sure the confirmation email comes from a 
valid email address that is monitored.  A lot of people are going to 
those 100% spam blocking systems that don't deliver the mail until you 
click on a link and type a code.  If you're using a "noreply" address 
for confirmations, those people will NEVER get the confirmation.

If you're only getting 10% non-activation, you're doing pretty good.
