I seen this thread from the past but I am not sure it makes sense....are they saying that when IIS crashes it will just sit in an endless loop?

I expect it has to do with long running pages and/or excess queue size. All I know is that as soon as I went into the IIS admin service control and removed the IISRestart.exe from it's 'on fail' methods, the problems went away.
