If you're still having to start IIS or CF manually you may like to try a program I wrote a few years ago. I couldn't be bothered supporting it so it's now available for FREE at
http://www.beetrootstreet.co.uk/products/servermedic/index.cfm It's totally user definable so you can set your own re-start criteria.
