There would certainly be things that you couldn't keep up with, but things like Kazaa don't tend to change their URL so often. Even the name of the .exe would be a good step forward.
The purpose is not to try to completely stop malware from getting on the computer, but to make the user aware of the consequences of them installing a program that they think is ok.
