I've heard that mail clients in general have been tightening their security with regard to html email -- i.e. no more active-x controls (flash movies), and in some cases I think no more external file references (javascript in particular, but I think also css, etc in some cases). If you're using MX7 and using the new Flash Forms features, that might provide an answer with Outlook.
