Check the security section of the Event Log. What exactly is the 
error message there?

That suggests that they are accessing another website then the 
one they use when they fail. Get the mdutil.exe utilities from 
the resource kit and dump the config by running the command 
"mdutil enum_all w3svc > dump.txt". Reduce the file to the lines 
that identify the configured webhosts, usernames and bindings 
(the lines starting with a "[/w3svc/...", "ServerBindings", 
"SecureBindings" and "AnonymousUserName") and post it.
