I agree - people put more time into finding ways to circumvent workflow that they do working within it.
My CMS has basic Edit>Pending>Approval>Publish (or the alternative Edit>Pending>Rejection>Edit...) and even that is simplified in some of the extending apps where it isn't appropriate (Edit>Publish).
