I agree - people put more time into finding ways to circumvent workflow that
they do working within it.

My CMS has basic Edit>Pending>Approval>Publish (or the alternative
Edit>Pending>Rejection>Edit...) and even that is simplified in some of the
extending apps where it isn't appropriate (Edit>Publish).

There is no quickie solution when it comes to workflow.

What is the type of application like? Is it content management, e
procurement, pure data entry? Workflow has a generic model, but businesses

processes, and don't see and handle the usability aspect of it.

What issues do you have defining user -> activity -> process relations? 

Keep in mind, real world examples in Content Management situations have
shown a 400% increase of investment and lower return on investment when
companies are overdoing workflow. My advice; Keep it simple, straight
forward, and userfriendly.

If I can't get something to work on Windows I log in as Administrator.
Users in a workflow process do the same. Be aware of that :)
