In the Event Viewer for the log file, particularly the SYSTEM log. When you go 
into the Properties setting for SMTP is there something I need to set correctly 
to stop this. Essentially if I turn the SMTP service on, my server comes to a 
stand still. 

I am running Win2K SP3, IIS 5.0, CFMX6.1

Which log file?  Settings for what?  CF has to connect to a mail
server to send mail.  What mail server are you using?  It needs to be
set up to accept mail from CF.  Usually this means whitelisting the
server's IP within the mail server, but nowadays CF understands SMTP
auth so you can skip that and build in an auth'd user account into CF
Administrator... assuming you are using 6.1.
