My experience with the stuff that Gartner, Meta, etc generate suggests that this could certainly be an accurate interpretation. The analysts who write these things don't usually seem to have in-depth experience with the products or technologies in question, and the reports usually seem to oversimplify things (perhaps because of the intended audience - middle managers rather than line programmers).
