we typically use a shared dev server environment. We rarely have developers working on the same project simultaneously though. I'm an advocate of using ur PC to dev and use the shared server for testing though, and of course using CVS! But trying to get some old skoolers from the Cobol days to buy into this is difficult, heck some are still using FONT tags all the place.
