I realize this and have done so.  I can not use IIS and redirect the 404
template there because I am using url variable rewritting for search
engine friendly urls.  Basically, my front page will work, but
everything after that is seen as a missing template, even though it
really isn't.

I have used the missing template successfully before.  I can not get it
to work now though and I have no explanation why.

The CF administrator setting for missing template handler is only for 
missing CF templates. Go to yoursite.com/abcdefg.cfm and you should see
it.

To get it to catch all missing files on your web site, you will have to 
find your web server's equivalent and point it to your 404 page.
