What about putting in an antispam gateway? Mine looks at outgoing as well as incoming messages. Even stuff sent by CF is filtered, just for this reason.
There are other systems available, but they are not CF-based. If you are using Imail then Declude Hijack would be exactly what you want. Not sure if they have a SmarterMail version yet. If the cfmails are going out individually (rather than sending out with 2000 addresses in the To: field) then build in a frequency filter that limits the number of mails sent in X amount of time to something you are comfortable with.
