I don't see what the cost of the toolset has to do with anything from a client perspective. If anything, the fact that it costs something makes me think that it's probably a better tool - you get what you pay for. Competing against PHP or Perl, both languages that I know nothing about, it seems that leveraging the RAD aspect of the CF language is your primary advantage. If you convince the client that his long run costs for maintenance will save him significant $$$, that the code will be less error-prone due to it's simplicity, and that you can produce the same product for less money upfront due to its RAD nature, then you'll win the contract. Assuming that all of this is true.
