I am able to telnet into the mail server from the working cf server, but
unable to telnet from the box that isn't working. Make sense? Are there
any settings that need to be changed???

I doubt that your telnet client is disabled. Just open a command prompt
and type "telnet". You're not going to connect to a telnet server, you
just want to use your telnet client to connect to the SMTP port of your
mail server.
