I second the Lucene suggestion. I am currently working on integrating it to index databases using Aaron Johnson's code here: http://cephas.net/projects/ (look at the bottom for the CFX tags). His code uses Lucene to index files. The definitive book on Lucene is 'Lucene in Action' by Otis Gospodnetic and Erik Hatcher. The Lucene lists and documentation are also quite useful.
If I am not mistaken Lucene does index PDFs, but I am not sure about Chinese characters.
