I use debugging all the time on CF7 so it definitely works.
You know that debugging has to be enabled in CF Admin for this to have
any effect? All this setting does is turn debugging on and off for
pages.
The docs say:
"showDebugOutput
Optional
Yes
* Yes: if debugging is enabled in the Administrator, displays
debugging information.
* No: suppresses debugging information that would otherwise
display at the end of the generated page."
