iMS-Lite / iMS-SE are direct mail engines as opposed to ASPQMail which requires an external email server. The purpose of ASPQMail is to provide a queueing mechanism for ASPMail which allows the ASP page to complete without waiting for the mail to be completely sent (this is similar to the way that CFMAIL operates). CF_ASPMail is simply a wrapper for ASPMail.
