The framework is complete separate from the IDE, actually. I think more people would like the Plum Framework if it were made available separately from the Plum IDE as well as integrated with the IDE, so we're going to do that in an upcoming release.
As far as moving from C# to Java for the Plum IDE, the theory of it is seemingly simple, but in actual practice it's actually quite difficult for a number of reasons. The Plum project file is used by the Plum IDE to configure and generate code. It's always been our intent that people should be able to leverage this XML file for their own purposes -- so much so that in an upcoming release, developers will be able to install their own XLSTs and transform their own custom code.
