Actually, when it all gets boiled down to it, the encoding would have little 
to do with the actual flash output. To handle localisation, Flash uses 
Unicode.

I'd love to know what exactly you're refering to... as the vast majority of 
localisation isn't handled by the Flash Player, but is up to the developer.
