I don't know that a framework would be a bad idea ... but then, for something as simple as you're describing, your cost-benefits analysis for using one is going to be pretty shallow. Of course, inside every small program is a LARGE program trying to get out. :) So your mileage may vary. But for the feature(-s) described, I would imagine a simple template for styling their content (headers, footers, a css sheet) should be plenty.
