Use svn://hostname/ connections to the server, they're exceedingly fast even on a 10mbit connection (our network is mostly 100mbit but I'm still on the old 10mbit switch). Then just configure the repository\conf\* files to suit and once you have them working correctly simply copy them to each repository you have.
