Jochem, The card provider industry is promoting a standard that, while not "legal" will essentially force users into compliance as it includes auditing by a certified security vendor - especially for companies more than a certain number of transactions. It will be the de facto legal standard because you won't be able to utilize the ECN's without a certified audit. For small companies it still means just a questionaire.
